Towards Institutionalizing M& E Scheme: BEAM- SBM Approach
To determine the impact of the School Improvement Plans (SIP) in the different school’s internal and external stakeholders, the BEAM School Management team conducted a simultaneous monitoring and Evaluation of the SIP implementation in the pilot schools from January- March 2008. This activity was headed by the principals who were delegates to the 2005 and 2006 BEAM In-Australia Study Tour across the 3 regions.
Specifically, the SIP Monitoring and Evaluation aimed to:
 ·        Determine the status/extent of implementation of the SIP and its impact to student learning;
·        Establish and promote schools of best practice in School Management;
·        Involve key DepEd officials, school heads and other stakeholders in the evaluation processes in schools
·        Build and strengthen working relationships among school heads (division/district level)
In Region XI, prior to the evaluation proper, the BEAM-SBM team conducted an orientation for the regional leaders, school heads and selected stakeholders to provide them an overview on the objectives and the processes for the Year-End Evaluation. The orientation also provided them a thorough understanding of the relevance of the expected outputs and outcomes from the activity.
Across the three regions, the SBM Team followed a structured process that included: Overview given by the School Management Team to cover the objectives, processes, orientation on the use of templates, group roles and expected outputs; Presentation of Accomplishment by the Principal and/or Leadership Team in the plenary and break-out session to (1) validate the accomplishments through interviews with the school leadership team members, parents, and other school stakeholders; (2) look into the evidences displayed in the validation site. The whole group was divided into four sub-goal area groups namely: a) Curriculum Management & Development b) Staff Management c) Learning Environment & Resources Management, and d) Community Building.
With the vision to be of help to schools, the evaluation team interacted with the stakeholders to elicit information on their best practices. It also led them to discuss future directions and set targets. All the participants gathered together to listen to the sharing of learnings and insights which emanated from the discussions during the break-out session.
To expose Division leaders to the Monitoring/Evaluation process, division leaders (Schools Division Superintendents, Assistant Schools Division Superintendents, Division Training Coordinators, Division and District Supervisors) and other school heads in the cluster were invited so that same process can be employed in their respective Districts/Clusters and Schools.
To date, the same scheme is being implemented in all the schools in Banay-Banay District, Davao Oriental Division.
The schools evaluated have also actualized their strong-community linkage with the Local Government Units (LGU) leaders (mayors, board members, municipal/city councilors, SGC/PTA officials) to seek support for the schools’ SIPs.
Region XI SBM Team also conducted this M & E scheme to the SIP 2007-2008 Implementation in one of the cluster groups of Davao del Sur division particularly in Basiawan National High School and Heracleo Casco Memorial National High School to expose stakeholders, district personnel, and cluster coordinators from neighboring clusters to the process.
The SBM Evaluating Team was composed of the Regional School Management Coordinators, School-Based Management Adviser, School Management Consultant, In-Service Specialists and other In-Australia study tour participants. Regional leaders who went with the team were the Deputy Philippine Project Managers of the three Regions: Miss Alma Castillo, ARD Amy Malbun and ASEC Mac Saligoin for Regions XI, XII and ARMM, respectively.
In Region XI the team was complemented with the presence of the Dr. Minie Fabros and Dr. Fidel Japos, Elementary and Secondary Division Asst chiefs. Joining them were other Regional Supervisors in English, Science and Mathematics namely: Dr. Lily Irava, Dr. Cora Sabio and Cora Escalera, (Elem), Dr. Cheanette Cadiente, Dr. Carmen Omictin, Mr. Cesar Cole (Sec) and Dr. Eunice Atienzar (Regional SBM Coordinator)
 The Planning for School Improvement has been in operation for six years with four (4) successful cycles of trainings conducted for the school heads, district and division supervisors across Regions XI, XII and ARMM. It is expected that school officials are now more capable to establish effective schools through the development, implementation, monitoring and evaluation of the School Improvement Plan (SIP), in collaboration with the stakeholders.
