2007 RAMSE Results Demonstrate Learning Outcomes in BEAM Regions

Once again, the BEAM Project has demonstrated its effectiveness in improving the quality of education in Mindanao.  The Project has a strong focus on assessing the impact of its interventions and this latest assessment demonstrates significant achievement.

The 4th Region-wide Assessment on Math, Science and English (RAMSE) was conducted on November 20 and 22, 2007, in Regions XI, XII and ARMM. There were 8,886 Grade 4 pupils and 10,346 2nd year high school students who participated in the tests.  Since 2004, the Student Assessment team of BEAM conducted four RAMSE tests in pre-determined schools around Regions XI, XII and ARMM. It provided data to measure the impact of BEAM and DepEd interventions in improving student learning outcomes.

Initial results of the 2007 RAMSE showed that Grade 4 pupils posted a Mean Percentage Score (MPS) of 47 in the three subject areas tested.  This is an increase of 19 from the 2004 baseline data and a steady increase from 2005 results. Meanwhile, 2nd year students who test obtained MPS of 42, an increase of 8 from the 2004 baseline data of 36 MPS.

The improvement of the learning outcomes in the three regions can be attributed to the different interventions by BEAM and DepEd when it commenced in 2004.  BEAM employed a multi-pronged approach in improving the quality of student learning by providing in-service trainings to teachers, school management trainings for school managers, development of lesson guides for teachers’ use in the classroom and incorporating innovative teaching strategies to develop students’ critical thinking and Higher Order Thinking Skills (HOTS).

Other than the dissemination of 2007 RAMSE results and trainings to be conducted, the Student Assessment team is also working on an item bank wherein released items except for the “anchored items”, can be found. The item bank is a collaboration of BEAM Materials Development Component and Information Technology (IT) team, will allow easier access for teachers and school managers to RAMSE items.

BEAM Project will also be promoting RAMSE in the national level and the team is preparing for a consultation with DepEd Central Office within the year.

As of this writing, the Student Assessment Team is still analyzing and interpreting the 4th RAMSE results.   A complete report will be made available by April 2007.
